Online Commons updates

In response to your suggestions we have made a number of improvements to the Online Commons, including, but not limited to:

-> simplifying the registration page

-> adding a calendar of events and deadlines

-> dividing the OC proposal submission process into three segments: a proposal submission period (during which comments may be made), a comments-only period, and a proposal revision period

-> expanding and improving the available documentation

-> reorganizing the layout of the header so that documentation is presented in a more meaningful way and so that key content is more readily accessible
